Trace an IP Address Location

You can trace now the location of your friends location wherever they are. This website give the exact location of the given IP address including the country, region, region code, city code, lattitude, capital city, timezone, population, currency and more.
I’ve been using this website for so long, I guess for more than 2 years already. I started using this since my friends try to trick me that they are working in the same country I’ve been working for. And I found out that they are not telling the truth and they admit that they are playing with me. And they start asking me how I found out and I just tell them that I used a Geobytes IP Locator to trace their location.

Hello guys! My name is Ryan S. Montilla - a.k.a "R3" . I am fulltime / freelance web designer and blogger wanna be from the Philippines. R3ALISTIC is a blog site all about tutorials, design, ideas, and daily web trends. 
I have a question. If someone is bothering online, can I get their name by searching their IP number? Do IP numbers give you the name of the person? Or do they just give you the location. And how specific is the location that they give you?
They will just give the specific location of the IP Address like Country, State, Zip Code etc.
Thanks for answering my question so quickly. What if I get a court order? Is there a name connected to the IP addresses? Can I find out who is bothering me?
